I am an Associate Professor of Public Management in the School of Government and Public Policy at the University of Arizona. My research examines management, human resources, and diversity issues in public and nonprofit organizations, with a focus on organizational performance, representation, and evidence-based policing. Much of my recent work involves funded research partnerships with law enforcement agencies—supported by the U.S. Department of Justice, the Arizona Department of Public Safety, and the Arizona Board of Regents—evaluating community-based violence intervention, public participation in policing, and officer recruitment and retention.

My work has appeared in journals such as the Journal of Public Administration Research and Theory, Public Administration Review, Nonprofit and Voluntary Sector QuarterlyNonprofit Management & Leadership, Public AdministrationInternational Public Management Journal, Public Management ReviewReview of Public Personnel Administration, and Administration & Society, among others. I also serve as Editor of the Journal of Behavioral Public Administration and as Associate Editor of the International Review of Public Administration and the International Journal of Policy Studies. I also serve on the editorial boards of the American Review of Public Administration, International Public Management Journal, Review of Public Personnel Administration, and Journal of Policy Studies.
