Application Process

The School of Government & Public Policy accepts applications for admission to graduate study for the Fall term of each year only. To receive full consideration for financial support, applications for entry in the following Fall must be received by January 5th.

The required method for submission of applications is via the University of Arizona Graduate College online application. Use this system to create a GradApp account. Complete your GradApp profile (under "My Account"). Select "Apply to a Program" from the sidebar. Choose "Degree Seeking" under application type and "Government & Public Policy (PHD)" under program of study. This will direct you to our program application. Choose the semester during which you wish to enter the program and your application should now be initiated under "My Active Applications."

A limited number of applicants are admitted on a competitive basis each year. Admission and financial support decisions are made on the evaluation of the following required application materials:

  1. Academic statement of purpose expressing clear motivation for doctoral study in Government and Public Policy. The statement of purpose should be a concise statement about the applicant's academic and research background, career goals, and how the School of Government and Public Policy will help him/her to meet their career and educational objectives. Applicants should speak specifically to how their research interests align with those of the faculty in the School. Applicants are encouraged to list specific faculty with whom they share research interests. The statement should not exceed three pages in length.
  2. Personal statement addressing how their background and life experiences (including cultural, geographical, financial, educational or other opportunities or challenges) motivated their decision to pursue a PhD in Government and Public Policy. The personal statement is not the same as the academic statement of purpose.
  3. Transcripts demonstrating an overall Undergraduate GPA with a minimum of 3.00. The School of Government and Public Policy requires a bachelor's degree for admission. Applicants must submit transcripts from all institutions for which they received college credit. Transcripts can be scanned and uploaded with the application. Scans of official transcripts are preferred; if unofficial transcripts are used, they must include the name of the institution and the name of the student. Transcripts are submitted through the online application process.
  4. Scores on the Graduate Record Examination (GRE). All applicants must take and submit scores through ETS using institution code 4832.
  5. English language proficiency. All applicants whose native language is not English or who have not received an undergraduate degree from an institution where English is the exclusive medium of instruction are required to take the Test of English as a Foreign Language (TOEFL). Students wishing to be considered for financial support via an assistantship must score a minimum of 24 on the speaking element of the TOEFL IBT. Scores should be submitted through ETS using institution code 4832.
  6. Letters of recommendation from three individuals who can speak to the candidate’s academic potential, including knowledge and creativity, communication skills, and ability to complete projects.  Letters of recommendation are submitted by the letter writers through the online application system.
  7. A writing sample that represents original research/work by the applicant. The writing sample should not exceed 25 pages in length.
